You may be best just grabbing the slightly older svn-client-ssl from the
binary distribution using apt-get. There are a number of problems with fink
on the early tiger prerelease.

you have the old 10.2 developer tools installed on your 10.3 system or the
xcode tools did not install properly. Either way, the solution is to install
xcode, yes.

: you need to install kdelibs first.
I think my KDE and QT are not getting along. Maybe I need to
re-compile qt with some extra options in ./configure... I do this all
the time on my Linux boxes, but OS X sometimes get a little fickle...
