I got it working, all I had to do was reinstall windows 8, then install
powerSDR, then upgrade to windows 10.
I hadn't done much, so it wasn't a big problem.

remove the FlexRadio driver in the Programs and features, REBOOT the computer,
rerun the PowerSDR installer, REBOOT , be sure the computer is completely
rebooted , then turn the radio on . Be sure to wait
I would try a database rebuild and see how that goes!
