For anyone else that runs into this issue, I found out the cause for my 
particular problem. The web interface was configured to query the 
non-interactive XML port. The web page needs to use the interactive XML 
port. After configuring it that way it was immediately resolved.

We are running a fairly old Ganglia version in production (3.1.2) but
