, check permissions on the file and try to echo a level
number to it..
echo 13 /proc/acpi/video/GFX0/DD02/brightness
it it changes then its down to the app, check the use flags of the app,
and see whats missing.

equery hasuse cups
on my machine it was only something like 8 or 9 packages. It might not
be a real big problem to enable it globally.
It did work for me.
