There is in fact another bug 105297 which has a different subject,
so it's not obvious to find  many other users have fallen into the trap.
The solution is to upgrade Libxslt to 1.1.15 .
I've suggested that this should be added to deps for Kicker etc.

And a final word: I've finished installing the many parts of KDE 3.5
-- the ones I want : it took  3 h 57 m  --  it seems to be working well
after a couple of bits of tuning  shows a little extra polish over 3.4.1 .

I did an emerge kdebase-startkde and didn't see any errors, but the  
kicker doesn't seem to exist...so maybe it failed and I just didn't  
notice.  I simply assumed it wasn't part of kdebase-startkde.

(I have 3.4.1 installed  working perfectly well).

How do you define refused? Did it error out and drop you back to a prompt? 
If so, what were the last 20-30 lines of output before make stated there was

The problem seems to arise from  /usr/kde/3.5/bin/meinproc ,
which is a binary installed by Kdelibs.  Using Gvim, I've looked inside it
