I vouch for the Howlett and Ramesh book although it might be a tiny bit
too theoretical for some scholars of public policy. I personally like it.
I also like Vining and Weimer's policy analysis.

Policy (CQ Press 2005) useful. It contains mainly domestic policy cases, but is
quite good on the policy process. Students work very well with this book's case
approach to teaching.
