Is there possibility to allow creation of Teams only for administrators but
not for everyone?

You're in luck, that feature was added just last week. Have a look in the
sample gitorious.yml in mainline. From the current release tag:
https://gitorious.org/gitorious/mainline/blobs/v2.4.9/config/gitorious.sample.yml
