You have an extra pipe character (which is reserving a spot on the
axis).
chxl=0:|2000|2001|2002|2003|2004|2005|2006|2007|2008|2009|2010|2:|0|0|
0|0|0|0|1|33|0|0|0|
You need the separator between 2010 and 2:; you do not want the
extra one at the end of the entire parameter string.

All work fine but the labels are displayed locally only, during the
development, I'm using Dreamweaver.
