Couldn't we just create a new identifier segment that uses a number
which
is unique to every medical facility in the world, their international
telephone number. If the string is 3 digits, then it is VA. If it is 7
Station numbers are a VA issue, we did not have time to
eliminate this code for VOE. This is a known issue. Why do you need
a station number for VOE?

Try this from the installation instructions on the Hardhats web site, step 78.
If you are planning to use the VistA applications such as Registration,
Scheduling etc. you need to add new Institution to the INSTITUTION File. Go
back to the VISTA prompt and SET XUMF=1 then D Q^DI. Select Option
There is a LOT that cannot be done in VistA without a station number.
For example, there is little (if anything!) that can be done in IFCAP
without a station number.
