I have the same problem. A user is banned and he floods the server
with connections, as you can see here:

After some time, the server crashes.
Interesting. Players said that on one of our servers, some guy came in
last night with the name shawn has joined the game and spammed it or
something hundreds of times
I checked the linux server logs, and sure enough:

By deactivate, I *don't* mean to set it to 0, because it could be set to 1
by customers.
It should exist a srcds flag like -nohltv so that it would not listen at
all.
I hope it will be fixed, as nothing should be enabled instead it is
