Think it would have been better if they had made it default for quickplay to
really close the MOTD, without any in background running of a site that
happens after.
Or a addition of a button, that they have a close button to blank the page
and exit the MOTD and not been able to re-open it for
good point.
I still in a split on the background running of the page, on one side the bp
viewers, radio etc are good but the MOTD background running of advertorials
by servers is a mess.

Hmm, think with a steam API check one can find if one has the actual game on
their account or not, so a plugin to check if the account owns the game
should be a easy check to do, and server owners can then decide what they want
with such (ban, kick, kick when near full, w/e).
hmm, you need to install it, and then find it in the GAME folder, not in the
old location.
might need to edit a .ini file for having the correct game or w.e. But seen new

lol, that reminds me of a cheater years ago (~4-5 years), that always went
cheating on a DODS server. Admins banned his account, 2 minutes later he was on
the server again with another account. Every month he bought about 10-15
accounts to cheat ONLY on that community's server (no bans or stats

The intentions I saw with those plugins was to be able to circumvent horizontal

Sure, but then again, that programmer isn't doing much in making items, its way
easier to add a item to a game then fixing 1 bug (reliably). While the creation
of a item does take time, all its steps are known and effect is minimal to the
game. Going thru a big code project like a game engine
I never found the cloud storage of config to be valid on another computer
And certainly not settings moving over from one PC to another where that other
PC is completely different.
Its one of the first things I have to disable when going on another comp.

Materials / Models / Particles / Maps / Resource folders? to clear out any
residual stuff that has not all files of a downloaded custom content. If it
happens in valve maps, then most probably some props are having replaced

I'd have to agree with that, discuss matters where they are from. in this case
SourceMod stuff belongs imo on SourceMod site, and will get better response
there from active SM users. You can always ask around if a dev can modify it,
or start yourself from it. Would not be the first to start
Tbh, I dont think valve is setting rights with it, and if they are, I wouldn't
want them to.
Once you have the structure figured out, and what files need what access, its
easy to script it in bash or w/e.

Tho that using steam voice gave problems with muting yourself, if I remember

But I dont think that would be the cause.
as its a new server, did you install the couple additionals that are required?

Had same with my client repeatedly, not getting loadout, exited steam, deleted
all but the steam.exe file, \steamapps\ folder and the
\steam\userdata\\7\remote\serverbrowser_hist.vdf file.
Then it magically found that I needed some update, but still had no loadout.
Then went into
find that you needed an update. You deleted your
steamapps folder...
