Hmm, think with a steam API check one can find if one has the actual game on their account or not, so a plugin to check if the account owns the game should be a easy check to do, and server owners can then decide what they want with such (ban, kick, kick when near full, w/e).

Steamguard generates a random number for the client, which is linked to the machine afaik with the steam client. You cannot get that one, that would be bad. The HWID, is generated at installation of steam I think, and is probably passed on to Valve at logon every time. Never really looked at
