If you are a rude admin that does not care that many people need to adjust their netsettings to their fps/bandwidth yes. If you take in count that the client fps are lower with orangebox and you need to give the users same space to adjust: sv_minrate 15000 sv_maxrate 4 sv_maxupdaterate 66

Sorry double post from win32 meant to put this on Linux listing as I've always ran nix servers. As a community we derive from back in the days of cs1.2/3/4/5. When Source first came to our doors we embraced and shunned it at the same time, we all loved cs1.x but knew source was the way forwards.
