I did the upgrade to win10. I decided to change the account to admin. I
accidently change it to other. I can't change it back help please.

What I was doing wrong was not putting in in my password & confirming it
after pressing the apply button, & before pressing the okay button.

We don't exactly know what you did because you're simply copying David
Whitehead's instructions. You've done the right thing by creating the folder
where you want certain messages to go. After that, I suggest you press the
applications key, as you did, and arrow up to "Rules submenu."
