[OT] Bandwidth Throttling

Does anyone know of a tool to artificially throttle a Windows network connection? I want to test some changes that probably won't be apparent at 100MBit, but will be quite noticeable at 56KB. Preferably free, of course, but I'm open to commercial solutions, too. -- Regards, joe Joe Casadonte
