Bob,
Those spars look to be water stained. If true, then the plywood would be
suspect. The ply can be removed and replaced.

Not likely. It's a Polliwagon. Short lived homebuilt. I believe it
killed its designer. There will be something about it in the Sport
Aviation archives. I probably have a copy of it here somewhere. Handling
