I am considering renumbering my RINS. I have about 15,000 records in my
Legacy DB. Can anyone tell me how the renumber works? Does it start with
my start family, my spouse, my children, their children, my parents, etc?
Or is it sort of random based on how the data is stored?

It takes the highest numbers and fills them in to the lower abandoned RINs.
RINs and MRINs are simply numbers assigned sequentially as you enter
individuals in the Family File or link couples together. They have no
other significance.
If you want a special numbering system, use the User ID
to systematically identify the
hierarchy, and should you so wish, include the RIN in such a system.
