I understand the point that you are making and I agree if your default is
set to eg. C:/Legacy/Data then this is the folder which should be opened on
all occasions. My observation was just one based on what I have seen in
numerous programs and I do not know why when a default is set

For me the default family file folder seems to be used always (even
for backups) except if I open a file in a different folder and then
open a second; this time that different folder is initially used.

If you're going to back-track, you need to do the following steps else
you'll run into problems:
1. Uninstall Legacy 6.0. This will not delete any of your family files,
pictures or other data. It will only remove Legacy 6.0.
2. With Windows Explorer find and look in the C:\Legacy folder or
