Why complicate things? You can get a dirt cheep smartphone here in Israel and then go to any of the netwrks and buy the SIM with the plan that suits you... I wouldn't go into buying refurbished phone at all - to many things can go wrong : a friend of mine bought a Samsung Galaxy S II at one of
