This is wrong.
The 'a', 'b', 'c', etc. is used to select which _disk_. The letters are
handed out in enumeration/detection order. The number indicates the
partition.
Thus, /dev/sda1 is the first partition on the first detected disk
(regardless of what BUS that disk is on).

indeed fix the problem.
The current Linux 2.6 kernel has this fixed. Do you think this should be
fixed in the 2.4 kernel?
I thought it already had been fixed in 2.4 it definately should be.
