MBR.
I would say that is indeed likely to be the issue - if LILO or GRUB points to
boot.ini on hda, it works - and in your circumstance, boot.ini on hd[bc]

Hello all,
I am recently up and running with Mandrake 9.0 (very pretty!) and am
having trouble accessing my floppy, cd and Zip drives.
In my fstab I have
/hdb?
then go into /etc and edit lilo.conf to accept the changes.
then run lilo and it will install itself onto the MBR.
That's always worked for me.

I've had that happen to me twice; I presume that means I know what I'm
talking about.
My advice - buy a new power supply and test the performance with it in - if
it's the power supply, you'll find your problem solved.
