Load package after hyperref is loaded

Hi! In general packages should be loaded *before* hyperref is loaded. So I guess that is what happens when "Use Hyperref Support" is activated in the Document Settings. However, there seem to be some exceptions, for example, \usepackage[all]{hypcap}. Is there a way to load this package
