There is a possibility to save in 1.3 format but not to load from.

problem? That is to say, remove paragraphs in 1.3.x, save and open the
file with 1.5.0rc2, and send us a small lyx file that crashes

page numbering for the first pages of a new section(ie Table of Figures,
