I've come across this a few times and it's only been two things that have
caused it.
The date and time, at least for the surface pro's, needs to be accurate.
The nic drivers ( its probably this one if it's getting stuck

You might try reaching out to Brian Gonzalez. I used to correspond with him
when I worked with Panasonic devices. He is the guy who builds all their driver
packs for them.
Last email address I had was Brian.GonzalezATus.panasonic.com he had everything
posted on his blog
