You could use the /skipprereq:bits parameter of ccmsetup and then use a
Compliance Baseline to fix BITS afterwards…
The client will just use SMB to download stuff until you fix the BITS problem.

You should be able to simply distribute the out-of-box Configuration Manager
client package to your Distribution Points, and point your task sequences at
that package. Specifically, it's the Setup Windows and ConfigMgr task
sequence step that points to the ConfigMgr client package.

Sounds like your problem is related to the client being unable to locate the
content on a DP inside of it's boundary. Double check your boundary settings
for the IP address, make sure there is a DP assigned to the boundary, or
optionally enable fallback on your TS deployment settings.
Are you sure that your Boundaries are configured correctly?
* Check the client machine’s IP address
* Check that the IP address falls into a Boundary
* Ensure that the Boundary is a member of a Boundary Group
* Ensure that the Boundary Group has Distribution

revalidate the package on that dp or use smsdpmon to validate it, if that

unless DHCP is giving it an IP I’m not expecting it is in a boundary I
configured. I was told that its OK to use AD sites in SCCM 2012 so while we
have IP ranges configured in SCCM 2007 I’ve started using AD sites
So really odd, I can validate the package on that DP and it validates
successfully but I can’t remove it, the remove button is greyed out for some
reason. I actually can’t edit the package at all and I’m not sure why, I have
rights to it in security.

a Hard-Reset on the policies. It appears to remove all the policies and
re-download them however I end up getting the same exact errors. Do you have
