The default setting for policy retrieval is 60 minutes. The entry you are seeing in execmgr.log indicates the client does not have any policy yet. If it has not been 60 minutes, you can wait a bit longer. Or from the ConfigMgr applet in control panel on the PC, run the Machine Policy Retrieval
