there seems to be a typo in the recent versions of tabl-tbl.mkii:
line 1225: \vskip1\topskip\allowbreak1\vskip-\topskip
(should probably read: \vskip1\topskip\allowbreak\vskip-\topskip)
example:

\NC text \NC\NR\FL
\NC midline ok \NC\NR\ML
\NC midline messed up \NC\NR\ML

But with the latest version, the figure is not found...
