I think that you may be installing the old ConTeXt MkIV distribution
instead of the new ConTeXt LMTX. ConTeXt LMTX doesn't distribute
"texlua" at all, and running
"./install --modules=all" doesn't make sense with LMTX (since the
installer can't install modules).
