You’re right, the name is \setupunderbars but you need also “offset” and
“color” as keys.
\setupunderbars

I have used the latest ConTeXt to compile the code below, but the
\setupunderbar does not seem to function. If I use an older version
(context: 2009.06.14) it works just fine. Is there a bug, or am I doing
something wrong?

appens, if you use \textbar instead?
I want to get the special meaning of |. Actually I was just testing
something with
\underbar{\input knuth \endgraf}
and noticed the problem.

Also, what is difference between alternatives in underbar? All the
three alternatives look the same to me (from the sources)
{\setupunderbar [alternativevariant=a]\underbar{alternative a}},

I've found nothing in the PDF's to this problem.
Another thing are fillinrules:
can I define the look of the line? Now it is always a line, but I
want a thinner line or points. Like I can define in \setupunderbar
but in \setupfillinrules I did't find this option.

You could do this by using a metpost graphic as background. I'm in a
hurry, so untest
Hi,
is there a command for \framed and \inframed
like for \setupunderbar[alternative=b]:
that gives a dotted (bottom) line?
Thank you,
Steffen

Footnote numbers are interaction links, too. I don't know how to handle
them different.
But you can switch off footnote interaction somehow
