Unrelated to the log, I've seen memory and slowness issues on DCs when
there is an issue with DNS. Make sure that's correct and no issues.

security log circular probably isn’t a good choice unless you’re actively
watching the log in real time but it would prevent it from stopping
Did someone change the default setting on the log, which should be to
“overwrite events as needed”? See if it was changed to “Do not overwrite
events”.
