[NTSysADM] Windows 10 Enterprise N [10.0.15063] screen saver

Just noticed after a couple months on this new build that my screen save GPO is not working? We use ssmarque from older machines set at 15 minutes. It flickers at 15 minutes but does not go into screen saver mode? Does anyone else see this? This e-mail and any files transmitted with it are
