It apparently needs to be pointed out to anyone searching for the Northern Shrike that the grasslands at Floyd Bennett Field are a protected area. Visitors are forbidden to walk across them. You can read about the Grassland Restoration and Management Project here:

Although “squawking” is an ambiguous term subject to a whole multitude of interpretations, I’ll suggest that you consider a Long-eared Owl as a possible source of the sounds you heard. Besides simple “hoots”, they can also make several sounds that come across as being quite bizarre in the
