First thing to do is spin the wheel freely and see if it varies from perfectly round and straight by more than 2 mm. If so, it needs to be trued. The best thing to do would be to go to your local favourite bike shop for that. Bike wheels are so light that balancing isn't necessary. There are

unless you are in a 53-11, turning a cadence of 240rpm, doing 120+kmh, wheel balancing shouldn't be an issue on a bicycle. More likely, would be a slight imperfection in the tire, poor mounting, or an out of round rim. I would suggest removing the reflectors (unless it makes you feel safer in
