Station playlist and pluggins

Hello, I was wondering if anyone uses station playlist? If so, how can I achieve the best sound when streaming? I tried the Thomas limiter plugin to no avail, when not using any compression, listeners report volume fluctuation. Any help would very much be appreciated. Best, Armando
