If you are getting a lot less, then maybe delays in transit somewhere,
or someone else downloading at the same time.

Tony's talking about kbit/s, I presume you're talking about kbyte/s.
75kb/s is pretty much what can be expected from Tony's DSL upload
bandwidth.
