water one time and salt water soln alone an hour or so later.

AC frequency is key here as voltage controls ion velocity and you want
that ion to get far enough away from the emitting electrode that it
doesn't just get sucked back on when the polarity reverses.
You also don't want them to move so fast as to make it to the other
electrode and get stuck
