I would suggest that YOU re-read those qualifications.
THEY are on the back of the form.
I believe that what you say is true for lLevel 1 and 2, You should recheck for Level 4 thru 5...
Hopefully you have abided by those rules...
Additionally, the lsf WEB SITE Has additional information.

According to the website, you only need Level II LSF witnesses for Level V
tasks.
If that is not correct then the website needs to be corrected.

Well, I finally got enough landings witnessed to send in my Level I voucher.
Man it is tough in Marion, MS to find a legal LSF witness. And I'm only on
level I. But, I'll be starting on Level II as soon as I can get this form
postmarked.
