The rig and animation was done in Maya with the rendering done in
Soft/Arnold. To be honest decisions like that are usually down to what
people are available - if you have a Maya rigger and Soft lighting and
renderers that's generally how the project gets done.

But there is a compound in softimage called Create Extrusion Along
Strands and the mesher in LK Lightning 2.0 which both fulfil the same
purpose.

Minor pet peeve with how you're storing date and time as a string... you're
missing seconds! but I think it might be more efficient to store the unix
timestamp (seconds since epoch) instead of a fully formatted long string.
