Just an aside, don't know if it will impact your problem but struts-form.tld
and associated tags are deprecated. If you're using 1.0 they have been
replaced by the classes referenced in struts-html.tld

efforts are based solely on the 1.0 release which I augment with new &
tested functionality on an on-going basis (only as an extension layer).

checked, I had to mess with the tomcat.bat to make sure that the latest version
of XML parser was being used. I am not sure if that is your problem, but it is a
