Some ISPs have a intercepting proxy server [hidden]. That must be what is

And if you called to ask them about it they probably wouldn't know what you
were talking about, I used to work at an ISP, some people running tech
support.. well.. doesn't
Here's a suggestion for downloading the file.
This will bypass starting up the browser plugin, and save the file directly
to disk.
If you bring up the library page on the Journey to Forever site
http://journeytoforever.org/biofuel_library/. In IE, right click on the file
continuousalcohol.PDF
