JOSM. In the past I didn't have a problem. Here is an example:

This shows a single way in a relation that is supposed to be a closed
loop of several ways. Only the first way has

The sort button was disabled due to a bug in r1822 and re-enabled only
in r1828 and the change was due to be included in josm-latest tonight.
I've given it a nudge and if

I gave it a try. My relation has 11 members. When I select all of them
and sort JOSM removes one of the closed ways from the relation.
If I then select the closed way, edit the relation and try to add it, it
won't.
I've uploaded my sorted relation (now with 10 members).
