Would it be possible that I volunteer for deleting incoming spam on user
diaries ? I could also put up a webpage listing the bans acted, allowing
full transparency if neccessary.

I think the problem -if I understood it correctly- is that it can only
be done by some top admins. Someone whould
I know a friend who have some ruby knowledge, and will try to implement
something.
It seems that there already is a moderator user role
https://github.com/openstreetmap/openstreetmap-website/blob/master/app/models/user_role.rb#L4,
so it should not be that hard to do.

It's not hard but it's a non-trivial amount of work.
First up we need a review/report queue, which probably needs to

I don't think it is done by bots, at least most of the posts. So that
would not do much.

Hi David,
that's right and that's why I would prefer a good way to moderate the
diaries directly, too.
But nevertheless the value of a spam entry in the diaries is increased
by tools like this because deletion would require deletion at at least
two places.

Soon or later, we will have more spam than real diary entries if it's
not already the case. Since the devs have no will or resources to
struggle

The best solution in my opinion -if possible- would be to limit the
access to diaries to accounts that have existed for a certain time and
have some edits (just like 1 week and 5-10 Edits) or maybe easier
require moderator approval for every account that isn't 1 week or month

Just to say, @osmblogs is not the diaries, it is just a conversion of the
osm aggregate blogs RSS feed, using ifttt.com. If spam were not in the RSS
feed it would not be on twitter either.

First of all let me say I'm a huge fan of the diaries, I think it is
great that OpenStreetMap gives every user the chance to present his own
blog to a larger audiance.
BUT something has to be done against the Spam on the User Diaries page.
