JOSM sounds like the some GUI tool you want. You simply download a
rectangle of OSM data around the region you need, draw in the paths or
waypoints you want, possibly using a gps trace for a guide, save the
data layer as a .osm file, and build the garmin map off of that.

Dabei darf aber kein Tab aktiviert (gepunktet umrandet) sein. (Wechsle
dann mit der Tabulator-Taste auf ein anderes Bedienelement.)

Effectivement ce serait une super idée de wikifier ce document afin de
permettre à la communauté de l'améliorer et de le compléter. Il pourrait
servir de bonne base pour la rédaction d'un premier livre OSM en français.
