moving to previously view messages

I'm not sure when this problem first materialized, but I'm pretty sure that this used to work as I expected. I have customized tool bars to include command to 'Move to Previously Viewed'. I would interpret this to mean the last viewed, but now it seems to go back to some randomly selected message
