Is it possible to make the actions visible only if the user has sufficient
rights to use it?
Now there are menu entries which are not useable by certain users. It would be
very convenient if those entries where invisible for these users.

I think that's because of his chart of accounts. If the chart of accounts is
not installed or not configured properly, you may not have properties for
product's category accounting fields. (not sure about this). So, it would help
to know which chart of account you installed.
