the synaptic coz it was previously installed when I had my nvidia graphics
card in my old CPU.

GMA X3100 is blacklisted by Compiz, that's why the effects aren't working.
In order to make it work add the following line on your
~/.config/compiz/compiz-manager file (create the file if it doesn't
exist):
SKIP_CHECKS=yes
