7.10, but after loading the screen to run the live CD, the monitor turns
off and get a message that the frequency is out of sign, even in the
safe mode.

I just had the same problem with the disappearing windows on a new installation
of Ubuntu 7.10
I was able to resolve the problem by disabling and then re-enabling the
restricted drivers for Nvidia.
After rebooting, the window borders were back.

I installed Ubuntu from Live-CD. During installation the webcam turned
on and stayed on. The system installed linux-image-2.6.24-11-generic
At the end of Live-CD installation, I rebooted. The camera stayed on.
I installed the newest kernel
