I use eGroups at http://www.egroups.com and find
that ddd mm/dd/ (e.g. Sat 12/16/2000) is used in
versions of the USA, Canada: English, and even in
China (!), Hong Kong (!), and Taiwan (!). Use of ddd
mm/dd/ in the USA and Canada: English is
understandable, but not as good as ddd,

http://www.wunderground.com gives you a choice between English/English and
Metric/Metric and a preferred language. Then it sends you a cookie with you
preferences.
I asked them last year to furnish such a solution, but to no avail. So I
deleted it form my Favourites.
