This updates the generation of hlp/info/html when compiling on windows
platform.
Requires makeinfo, for example
ftp://ftp.sunsite.dk/projects/wget/windows/makeinfo.zip
(the old Url for makeinfo wasn't active anymore).
Also requires perl, for example from
http://www.activestate.com

host, directory and file name.

Put the following in the /robots.txt on your website
User-agent: *
Disallow: /tomas.html

As of this patch, it's possible to choose between different progress
displays.
`wget --progress=dot' (the default) will give you the old dotted
interface to downloading. It's now possible to specify the style
parameter after the progress type, separated with a colon.
E.g. --progress=dot:mega is
