I have a couple of thoughts on the jail issue. One is that there should be
a regional jail. The problem, in my humble opinion, that blocks it is turf
for Sheriffs and to some extent County Boards. The County spends more than
the $330,000 on detention for juvenile

numerous emails of the scam nature. Watch out or they will bite.

I don't know all the options for a new jail, but keep it in downtown
Winona - don't be tempted to put it on cheaper land out away from town. It
is part of the core uses that should be downtown in the County seat that
will help keep downtown Winona thriving.

Menards is going to appeal our board of adjustment's denial of their
variance request for a 100 foot tall sign. They were, however, granted
a continued variance for their 68 foot tall sign (the tallest in Winona)
that needs to be moved so the city can build an access

Great discussion, all! One concern I have about a new jail is that I
believe we are at the zenith of the lock 'em up phenomenon. We do not
want a white elephant...if we build a big jail it needs to be able to be
used for alternative correctional measures as well as for

Bob Sebo's comment about future re-use of a new jail is very astute. Look
at Ramsey County and their beautiful brick jail on a cliff overlooking the
Mississippi river - they're looking for a buyer. While some older jails
have been converted to BB's (more as a novelty)

Rich...I was refering to the old middle school on broadway...the auditorium
needs work, but it is the biggest room in town.
