[Winona Online Democracy] Bob Sebo's comment about future re-use of a new jail is very astute. Look at Ramsey County and their beautiful brick jail on a cliff overlooking the Mississippi river - they're looking for a buyer. While some older jails have been converted to BB's (more as a novelty)
