As of yesterday I found that the WAPS web site has some information about the referendum.
http://www.winona.k12.mn.us
From that first page go to NEW! 2005 Referendum Proposal
under Quick Links.
That takes you to three links for info.
The Supt. Message one is useful.

Title: Re: [Winona] Referendum
Terry/All:
Currently... I am taxed $112 for the existing referendum and $185 for the middle school. I would love an increase of only $200.
I don't want to make a decision off of numbers the district dials up. I don't want to have

What do others think of throwing in a lesser amount ($100???) as an
option to help ensure passage of at least a bread and water diet?
I know it complicates the issue somewhat, but if $200 is viewed as
excessive, and rejected, 861's future will be pretty bleak.

Title: Re: [Winona] Referendum
So the actual impact on Question 1 is $293. WAPS is trying to paint the most positive picture it can. And I don't blame them... In unvarnished figures, it reads like this...
On a $100,000 house:
Question #1 will raise taxes $293 per

The school board has identified and acted upon many cuts to save significant
dollars in the last year. With that in mind.
Which specific cuts remain intact regardless of the outcome of the
referendum?
Which specific cuts are reversed if the referendum

That's right -- If you vote No on Question #1, you stop and go
home. If you vote Yes on Question #1, you go to both #2 and #3
[Winona Online Democracy]
The WAPS info. says that on a $100,000 house the revoked levy would cut the tax by $93; approval of Question #1 would levy $293 for a net annual increase of $200.
All of this is supposed to be posted on the WAPS site next week.

I had a paper copy of the questions so I scanned them and pasted them in below.
I know the data on Kindergarten shows that all day did increase results for the children in early elementary. I know that not all parents can afford to send kids to the Tues. and Thurs.

This is all well and good, but, how much will it

They have info. sheets for this and for what the money would be used for and for what they will do if it isn't passed. I will try to get those to post.
For now -- as an example --
On a $100,000 house:
Question #1 will raise taxes $200 per year

I just read a column from the Chicago paper on the Presidential election that brings up ideas I believe relate to our local referendum vote. We need to reach out to all and not attack those who may have been considered the oppositon -- you can read it below and see if

Terry, your points are very well made and I
agree with them.
I personally have no intention in voting in
favor of a referendum until or if ever, the school board can show the
taxpayers that the district is responsible with money.
The taxpayers I

The district administration should study the election returns precinct by
precinct and ascertain the primary source of opposition to the levy. The
property tax increase undoubtedly played a major role in the defeat. I for
one felt that the levy was by no means

First and foremost I want to say is that both my wife and I voted for the
referendum because we believe the superintendent's efforts and vision for
warranted community support.
I believe the majority of community who voted no believe that the school

I was surprised by the support of the referendum. I expected it to be much
worse.
I think school superintendent Paul Durand should be allowed to manage the
district and the school board should govern it - not try to manage
, but will be to vital organs.

I heard some people suggesting that it needs to be
done at a time other than a general election. A
Primary time might be more cost effective since all
the election process has to be set up anyway.

I believe Mr. Durand has already raised a lot of hackles with his
remarks concerning 861. For all his education, I don't believe he has
learned the meaning of the word tact. (making a point without making
an enemy)
